In a bowl, combine the soy sauce, honey, cornstarch, and water. Mix well to create a marinade.
Add the sliced beef to the marinade and let it sit for at least 15 minutes to absorb flavors.
Heat 1 tablespoon of sesame oil in a large wok or frying pan over medium-high heat.
Once hot, add the marinated beef (reservoir the marinade for later) and stir-fry for about 3-4 minutes until browned and cooked through. Remove the beef from the pan and set aside.
In the same pan, add the remaining tablespoon of sesame oil, followed by grated ginger and minced garlic. Stir-fry for about 30 seconds until fragrant.
Add sliced bell peppers, broccoli florets, and snap peas to the pan. Stir-fry for around 4-5 minutes until the vegetables are tender but still crisp.
Return the beef to the pan along with the reserved marinade. Stir everything together, cooking for an additional 2 minutes until the sauce thickens.
Toss in chopped green onions and mix well to combine.
Remove from heat and let it sit for a minute. Serve the stir fry over cooked jasmine rice, garnished with sesame seeds.
