Preheat your oven to 350°F (175°C) and line a cupcake pan with cupcake liners.
In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking soda, and salt until well combined.
In another bowl, mix the buttermilk, vegetable oil, eggs, and vanilla extract until smooth.
Gradually pour the wet ingredients into the dry ingredients, mixing until just combined. Be careful not to overmix.
Fold in the dark chocolate chips gently into the batter.
Divide the batter evenly among the cupcake liners, filling each about ¾ full.
Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center comes out clean. Let cool completely.
Once cooled, use a small knife or a cupcake corer to create a hole in the center of each cupcake. Fill the hole with about 1 teaspoon of raspberry or cherry jam to resemble blood.
Top each cupcake generously with whipped cream to resemble the frothy topping of a potion.
Sprinkle with edible black glitter or sprinkles for a spooky touch, and if desired, place chocolate vampire fangs on top for decoration.
